EEA reports on progress in greenhouse gas emissions reductions in 2006 In June 2008, the European Environment Agengy (EEA) pusblished its official inventory report on greenhouse gas emissions in the EU. They come to the conclusion that the emissions have decreased slightly between 2005 and 2006. UNFCCC Report: Investment and financial flows to address climate change The UNFCCC secretariat has launched a project in 2007 to review and analyze investment and financial flows relevant to the development of an effective and appropriate international response to climate change, with particular focus on developing country's needs, including their medium-to long-term requirements for investment and finance. London: Climate Change Action Plan In Februrary 2007, Ken Livingstone - Mayor of London - has launched a Climate Change Action Plan. The aim is to cut the city's greenhouse-gas emissions by 60% from 1990 by 2025 by introducing various policy measures such as large subsidies for home insulation or special service to help Londoners implement energy-savings in their homes and offices. Climate Change: The Physical Science Basis In February 2007, the Intergovernmental Pancel on Climate Change (IPCC) adopted the Summary for Policymakers of the first volume "Climate Change 2007", also known as the Fourth Assessment Report (AR4). This report assesses the current scientific knowledge of the natural and human drivers of climate change, observed changes in climate and projections for future climate change. Création d'un marché mondial du carbone En novembre 2006, la Commission Européenne a adopté une communication fixant son calendrier pour la révision du système d'échange de quotas d'émission dans l'UE à la lumière de l'éxperience acquise depuis son lancement en janvier 2005. La Commission envisage d'étendre à de nouveaux secteurs et à de nouveaus gaz, de donner une plus grande prévisibilité aux investisseurs et d'harmoniser les méchanismes d'application pour la période à partir de 2013. Au cours du second semestre 2007, la Commission soumettra sa proposition législative visant à réviser la directive sur l'échange de quotas d'émissions. United Nations Framework Convention on Climate Change Every year, developed countries submit their greenhouse gas (GHG) emissions data to the United Nations Climate Change Secretariat, which then publishes an annual report on the latest available data on GHG emissions from these countries. This year's GHG data report covers emissions from 1990 to 2004. The report published in October 2006 includes data for all 41 Annex I (industrialised) Parties to the Climate Change Convention. Emissions Trading and the City of London This report, written by Consilience Energy Advisory Group and published in September 2006, looks at the business opportunities offered by emissions trading, ascertains how the market has developed and identifies the next generation of trading opportunities for the City of London. It also investigates how emissions trading could be utilised by local authorities and proposed ideas for introducing energy efficiency measures in new buildings and local transport networks. Groupe Facteur 4 En juillet 2006, le rapport du groupe de travail sur le thème de la "Division par quatre des émissions de gaz à effet de serre de la France à l'horizon 2050" fut publié, objectif inscrit dans le Plan climat et dans la loi de programme du juillet 2005 fixant les orientations de la politique énergétique en France. Les différents scénarios examinés ont porté sur l'énergie, responsable à 73% des émissions de gaz a effet de serre et le Groupe Facteur 4 a dégagé différents objectifs de politique publiques destinés à les réduire drastiquement. De plus, il préconise un carde de négociations internationales et européennes, avec un système de partenariats et de coopération pour les pays en voie de développement et les pays émergents sure leurs choiy d'investissements énergetiques.
